those are called animated layouts. my sister has one of those where it flashes balck and pink and white love words in the backround. here check this one out. i just found it randomly and its nobody i know. my sis saved it cause she wanted to find out where she got the layout so here ya go...

It's not so much that the photo 'flashes' but that it is an animated gif. Like flipping pages of a book. one normal photo followed by another that may be brighter or a negative. Then this is played repeatedly.

You can probably find small programs to create animated gifs on zdnet, or search on yahoo.
